Saudization 2026: What Every Employer in Saudi Arabia Must Know

Saudi Arabia has always had detailed hiring rules. In 2026, those rules became stricter, faster and far more digital. Many companies still believe they are compliant because everything looks fine on paper. But the system now tells a very different story.

If your business is hiring in Riyadh, Jeddah or the Eastern Province, these changes directly affect how quickly you can grow, who you can hire and whether you can bring in expat talent at all.

Here is a simple breakdown of what has changed and what you should do about it.


1. Only Qiwa Contracts Count Now

This is the biggest change of the year, and many employers missed it.

From 15 April 2026, the Ministry of Human Resources and Social Development (MHRSD) calculates Saudization rates using employment contracts documented on the Qiwa platform.

That means a Saudi employee whose contract is not documented on Qiwa no longer counts toward your Saudization rate. This applies even if they are on your payroll and registered with GOSI.

For many companies, this was a wake up call. Their numbers looked healthy internally but fell short in the system.

What to do: Audit every Saudi employee contract on Qiwa this month. Even one missing contract can affect your rate.


2. 69 More Roles Are Now 100% Saudized

In April 2026, MHRSD extended full Saudization to 69 more administrative support professions, including secretarial, translation and data entry roles.

For these positions, hiring an expat is simply no longer an option.

What to do: Review your open and upcoming admin roles. Any role on the list must be filled with Saudi talent, so start building that pipeline now.


3. Sales and Marketing Roles Now Carry a 60% Rate

Earlier in 2026, the Saudization rate for marketing and sales professions was raised to 60% for establishments that meet the defined size criteria.

For companies with large commercial teams, this is a major shift in how teams are built.

What to do: Plan your sales and marketing hiring with local talent at the center. Use expat hiring only for highly specialised or leadership roles where it is still allowed.


4. Nitaqat Mutawar Has Raised the Bar

The new Nitaqat Mutawar phase, in effect since 26 April 2026, raised Saudization thresholds across most sectors for 2026 to 2028.

Your company's Nitaqat band, whether Platinum, Green, Yellow or Red, decides how freely you can operate. Earlier, a small effort was often enough to stay in a healthy band. Now the same effort may not be enough.

What to do: Recalculate your band using the new thresholds, not last year's numbers.


5. Low Nitaqat Bands Can Block New Visas

This is where compliance turns into a real business risk.

Companies that fall into the Red or Yellow bands risk losing the ability to issue new expat visas or renew Iqamas. For a business that depends on specialist international talent, this can freeze projects overnight.

Imagine winning a large SAP, banking or digital transformation project and then being unable to bring in the consultants you need. That is the real cost of falling behind on Saudization.

What to do: Treat Saudization as part of your growth plan, not as an HR checklist.
